Human Resource Management Office (HRMO)

The Human Resource Management Unit (HRMU) is mandated to implement policies and procedures for the effective management of Nueva Vizcaya State University's most critical asset—its human resources. Focused on optimizing the workplace experience of both faculty and staff, this unit works towards enhancing administrative procedures in recruitment, promotion, rewards and recognition, benefits, leave administration, and other critical areas of employment in the university.

The HRMU is under the umbrella of the Administrative Division supervised by the Chief Administrative Officer/Director. The unit is headed by an Administrative Officer V (HR Officer III), with six (6) committed permanent staff from Bayombong Campus and three (3) from Bambang Campus. The HRMU performs general and specific functions that are primarily focused on advancing effective and efficient public service delivery through its human resource. Among the general functions are planning, development and implementation of HR systems; assisting the university management in proper enforcement of external and internal rules and regulations affecting employment of its employees and to liaise with the Civil Service Commission (CSC) and other regulatory agencies pertaining to personnel matters.

In 2018, the Administrative Management Division Director prepared and submitted HR processes to the exacting lenses of Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) of the Civil Service Commission. Following a comprehensive assessment and validation, the Civil Service Commission conferred upon NVSU the prestigious Maturity Level 2 (Bronze Level) in September 2020, covering the four core HRM systems of PRIME-HRM: Recruitment Selection and Placement (RSP); Learning and Development (L&D); Performance Management (PM); and Rewards and Recognition (R&R).

This recognition by the Civil Service Commission attests to NVSU's resolute commitment and unwavering efforts in advancing both human resource excellence and effective public service delivery.
